Does the Sun heat have a big impact on tanning?

This is just out of curiosity. I remember when I was in China, the air was really hot, but the sun wasn't.
My friend visited me from California last summer and kept complaining about how hot it was. When I asked him why (its hotter in Cali) he said that the sun here was really hot, but in cali its just the air that's hot. So does this effect tanning? Is that why theres more Tanned people in Cali than here? or should it theoretically be easier to tan here?

He isn't a factor, as sometimes on cloudy days you can get more sun tan/burn they on sunny days.
